Spike: Agency and sector pages

As a climate policy decision-maker, I would like to access scope 3 emissions data isolated by sector (or agency) so that I can easily understand the unique carbon footprint for that sector, or of that agency.

Context: with the current alpha prototype, it's difficult to make meaning of emissions data for any given agency or sector because everything is crowded on one single page. Individual pages may allow us to display data more cleanly, along with additional explanations and/or help topics. We should also, however, keep in mind the user's desire to make comparisons among sectors and agencies.
