Issue Details

Real case:
https$script,third-party,header=etag doesn't work on https://www.animeworld.so/play/pokemon-2023.IzUqZ/s1HkYv to block https://lryofjrfogp.com/en/shew?cdmznggl=iitiijj&lowii=llak&ucka=802049&aymvciiwn=236325&id=2037368&krfe=wo&tw=314127&mu=372455&lrrf=190810&nziixkfiis=202839 request but if you remove third-party from the rule it will work.

Proposed solution

Make $header modifier compatible with $third-party, $domain, $match-case modifier and also with all content-type modifers.
