Can't get Optimized Battery Charing anymore after uninstalling Al Dente and migrating to a new Macbook Air M3

I have a new Macbook Air M3 for a month now. On my previous Macbook Air 2019 I had Al Dente installed (and Battery Health Management and Optimized Battery Charging also turned on). I installed Al Dente because Optimized Battery Charging never kicked in.

On my new Macbook Air M3 I wanted to give Optimized Battery Charging a new chance.

I used Migration Assistant to transfer all the files and settings from my Macbook Air 2019 to my new Macbook Air M3. Before I did this I uninstalled Al Dente on my Macbook Air 2019 model.

I made sure that on my new Macbook Air M3 I have a regular charging schedule. With all the necessary settings for Optimized Battery Charging enabled: location settings are correctly configured and Optimized Battery Charging is also enabled (of course). For more than 14 days I charge at 7:00 PM till 12:00 AM (5 hours). Then disconnect and use it on battery again till 7:00 PM to do another charge. At least 9 charges of 5 hours have been completed within this timeframe as written by Apple in the manual for Iphone Optimized Battery Charging (there is no manual for Mac available): https://support.apple.com/en-us/108055#:~:text=With%20iOS%2013%20and%20later%2C%20Optimized%20Battery%20Charging%20is%20designed,past%2080%25%20in%20certain%20situations. But Optimized Battery Charging never kicks in. I'm still charging to 100% and it's staying there.

I further notice that for each time I do 89-90% (partial) discharges on my new Macbook Air M3 a new Cycle gets added. One cycle count should only be added when 100% of the battery capacity has been used (discharged). I checked my battery health and it's still 100% after 11 cycles (101,1% even according to CoconutBattery).

So my best guess is that on my old Macbook Air 2019 Al Dente was not fully uninstalled by uninstalling the helper file and removing Al Dente from the app folder and that the settings did get migrated to my new Macbook Air M3 using Migration Assistant. I think this is causing my strange battery behaviour on my new Mac.

Are there any things I can try before reinstalling macOS...? This would be my absolute last resort.
