Popup notifications don't work properly

Describe the bug
There is a huge delay (about 5 to 10 seconds) when hovering over icons to get a detailed popup message. The worst thing is that the popup doesn't go away after mouse is no longer hovering above it, again it takes about 5 seconds for it to disappear.
Game is unplayable in this state.
I installed CQUI latest version from the expansion2 branch.

To Reproduce
Steps to reproduce the behavior:

1. start a new game
2. hover mouse over any icon/tile or anything else that should display a popup message

Expected behavior
Popup should appear immediately after mouse hover, and should disappear when mouse is no longer hovering
