Is your feature request related to a problem? Please describe.
As a staff of the org I should be able to review proof submitted.

Describe the solution you'd like

  1. Create an api: [put] /api/tasks/(proof-id)/ which reviews the proof.
  2. Only staff of that org with CAN_REVIEW_PROOFS permission can review proof.
  3. Make swagger docs for the same
  4. Add tests for the same.
  5. The API should take (along with other defaults if required):
    i. points
    ii. review_by_human
