Prepare the Cadastre for Geoanchors & MUD Publishing

Description
In preparation for the iOS Spatial Browser, we want to update the Cadastre for geo-anchoring of content in MUD. Geo Anchors are the easiest method for publishers to add geo AR content and can be achieved from the web. Image targets and other methods for anchoring content will follow.

Requirements

• Update the Cadastre publishing UI elements per the mocks: https://www.figma.com/file/91MErrXwszIqG1ITRWvh6G/Geo-Web-Mockups?type=design&node-id=4145-394&mode=design
• Integrate Cadastre publishing methods with the MUD/Augments architecture
• Integrate parcel-level publishing permissions with MUD
• Remove fallback/backward compatible support for IPLD/Ceramic content linking (Breaking Change)

This project is part of the Geo Web Core Roadmap.

#468 covered most of the requirements. Known items still to complete:

• Add augment #s to the pins for easier identification
• Don't let publishers place pins outside the bounds of the parcel on the Cadastre
• Integrate the ability to publish GLB 3D augments (contracts first)
• Integrate the ability to move & delete augments (contracts first)
• Determine MVP approach for MUD Indexer (Wait for Lattice to declare stable)
