BREAKING CHANGES

resource/ibm_database: The plan_validation attribute has been removed. Since plan_validation is dependent on the flat list attributes mentioned here, it became obsolete after the removal of those flat list attributes. This implies that, once a user has migrated to the group attribute for scaling, they can safely remove the plan_validation attribute as well.
