Figure out how to handle the common spaces

There are some common spaces like incore_user, coe, and so on. Sometimes the datasets are belonged to multiple data spaces like the created owner's space and this common space. It has to be figured out how to handle this and if there is any dataset that has multiple spaces, this should also be corrected.
