Investigate population dislocation shows more dislocated households than people #532

Maybe pop dislocation -> sometime, number of household is bigger number than number of population
It implies that there are household with 0 people -> does this make sense?

NCSA and Nathanael to figure it out. This can be done together with requested modification of pop dislocation
