MPIHandler scope

During fixing #251 I needed to make mpi_handler a non keyword argument to various functions and noticed that it's a part of walkers now. This seems fine as walkers are the only class that really need to know about MPI, but we should probably go through and remove mpi_handler as an arg in places where walkers is passed in (force_bias etc.) This is a not to self.
