The heuristics in these tests have been changed twice recently in #1852 and then #1932.

These tests need to be reworked to better adapt to device constraints (see comments in the PR for details)

I think this should have been filed in the CTS repo? I'll transfer it there for now, and we can always add a new issue here if spec changes are needed.
