As described in title.

Added a temporary rollback step in the smoke test to remove confounding ceci-related issues from the current smoke test failures.

Will remove the temporary step from the workflow once we have either:

released a rail version with ceci pre-v2 pinned, or
resolved ceci v2/rail incompatibilities, or
decided we'd like the smoke test to fail due to ceci v2, because we are working on resolving this, or
anything else
