It turns out it’s possible to have a horizontal rule in a heading in Google Docs! In this doc, an <hr> is inside an <h2> (just before the “OUR PRINCIPLES” heading): https://docs.google.com/document/d/1Voa0_i1q8ZCtQkNPPJiNFqy7vhmTzGPthOFRfr4Ledw/edit

We should pull these out of the heading automatically. For example, the above mentioned heading currently outputs:

## OUR PRINCIPLES

…but we should make it:

***

## OUR PRINCIPLES

This also needs a reduced test case.
