Add Catch2 tag to CUB tests so that compute-sanitizer jobs don't timeout.

Several tests time out when running compute-sanitizer. Both the 1500s per-test timeout and the 6h test-job timeout are being hit.

Some tests, particularly the sort tests, exercise arrays that exceed 32-bit indexing. We can certainly reduce the number of these when running sanitizer.
