Our projects have a lot of redundant cmake code and dependency fetches. These should be centralized and de-duplicated.

1. Create cccl.compiler_interface_cppXX targets with shared build flags. #2385

2. Add a cccl_configure_target method that handles common config steps (configuring binary output locations, c++ dialects, etc) #2387

3. Add a cccl_add_subdir_helper that reduces redundancy in our *AddSubdir.cmake files.
4. Move all cmake packages to cccl/lib/cmake/{project}
5. Move all install rules to cccl/cmake/install/{project}.cmake
6. Add a cccl_generate_header_tests function that creates header tests from a list of sources + compiler definitions.
7. Add a cccl_configure_test function that adds properties, labels, etc to CTest tests.
8. Add dependency logic at the top level to consolidate dependency fetching (CPM, catch2, nvbench, fmt, etc)
9. Revamp cudax samples to be consistent with the rest of the subproject examples.
10. Migrate CUB's c2h test library to the CCCL level to facilitate reuse.
11. Enable use of cccl.compiler_interface_cppXX targets in libcudacxx
