Implement Snap synchronization with Paprika. This requires the following

  1. preparation work in Nethermind that separates the dependency for the IDb for the state (see: ctor of SnapSync) and hides it behind more meaningful, synchronization based abstraction
  2. allow Snap sync to be self-served, meaning that it can work without Fast-Sync healing
  3. implement it for Paprika in Nethermind
