Ensure that players in a world with pre-existing horses can register those horses if the inspector is disabled.

Repro:

  1. Prepare a world with several tamed horses.
  2. Install horseEnhancer on the server
  3. In horseenhancer config, disable the inspector module
  4. Restart the server
  5. Log in as a player and strike one of the horses with a clock in hand

Expected:
5. The struck horse is added to the list of registered horses

Confirmed case manually. Horses are registered when struck with the inspection-item, however this neither cancels the damage event, nor informs the player of whether registration was successful or not. Propagated ticket #34 to handle improvements to the horse registration user experience.
