"Follow" site option - add functionality for site follower (non-owner) to get alerts when site is not receiving data

Ideally when someone logs in and chooses to "Follow" a site they would then be able to receive alerts (like a station owner does) when the station stops receiving data. There are many users who are not station owners but are the people who are managing stations and could benefit from expanding this feature.
