Language / Local config

NLS_LANG, LANGUAGE, LC_ALL and LANG should be configurable in the config.properties

I ran the build with the following settings : NLS_LANG=AMERICAN_AMERICA.AL32UTF8 and LANF=en-us.UT-F8 and go the following warnings :
