Skills not showing properly on records

Description of issue

When looking at peoples records to determine if they fit a requirement, a portion of people will have their skill list end with "proficient in" or similar, without anything following.

It appears to happen when they have many different low level skills, about 2/3rd to 3/4th the way through the overall skill list, often omitting some of the most appropriate skills when attempting to place somebody or determine something, stuff like Science skills for access requests, Medical skills for emergency access and clearance, Engineering skills for job reassignment, or weapons skills for weapon sales authorization.

Difference between expected and actual behavior

Displaying all their certified(Basic+) skills VS cutting off part way through their skills list and missing the ones that determine some of the most common usages of skill records.

Steps to reproduce

Open up crew records, attempt to find the job-related skills of somebody who has a varied list of generic skills (which in some cases may be just over-generalizing skills across everything, but in others can be somebody with a logical skillset)

Length of time in which bug has been known to occur

Atleast the last 3 tests

Client version, Server revision & Game ID
