CSV now fully quoted including numerics

the export/CSV is now fully quoted, this is different to other validators export.csv formats

maybe just one to document?

Sorry, I'm not sure I understand: do you want us to document the format or to change it? In principle it is a trivial change but we would have to
a) introduce a breaking change
b) agree on the format with routinator, OktoRPKI, etc. developers

Maybe having a parameter, something like /api/export.csv?quotes=no would do the job?

if *all* of you now use fully quoted "number", "string", form, where you previously used unquoted, I'm fine. So documenting it is fine. But, are you sure your format is actually "the same" -the quoting, I think, is different. Not the use of CSV format, but quoting string and numeric values inside the CSV separator marker.
