Add test for system permission checks: ipc_info, syslog_read, syslog_mod, syslog_console, module_request, module_load. ipc_info, module_request, and module_load are covered so only syslog_* remain untested.

module_request/module_load covered by a68d583

ipc_info covered by tests/sem/getinfo. So only ones not tested here are syslog_*
