Find a testing framework that works

Either fix CircleCI build or move to GitHub actions. Challenge is the long build time.

@richardbeare put an incredible effort into getting the CI to work on AZP #40. The conclusion was that AZP windows system did not have enough resource to build. GH Action seems to have less than AZP.

As I recall the AZP Linux and Mac CI builds should work.
