EM-2176 Limited eSign Incorrectly Accounting for ESA

The {{e-sign-capable-sites}} service when passing the {{limited: true}} parameter is incorrectly including ESA status in the criteria when checking the users registered for a site. The only criteria required is if the site has at least 1 user with Preparer permission, the ESA status should not be included.

Acceptance Criteria
(x) If an EPA ID has at least 1 user with Preparer permission and does NOT have a received ESA then EPA ID is returned in the service response (on the UI - Limited e-Sign? = Yes)
