EM-2746 Please Wait error when saving copied DataImage5Copy Manifest

[e-manifest]

As an industry user, saving a copied Paper + Data manifest leads to a Please Wait error.

Log in as industry user and access e-manifest dashboard

Access a non-ELC manifest in Received

Click Copy Manifest and choose Copy to Paper + Data

Fill out signature fields and provide pdf and click save

Notably, the manifest does save and can be accessed after just not through this path.

Acceptance Criteria
(x) Industry user is able to save the manifest copy and sign on the resulting Read Only version.
