Warn admins of potentially dangerous edits #240

As we open up more and more fields to admin control, we risk allowing them to put the site in weird states. Wherever possible, we should warn them when this might be the case. Here are some instances where things could get hairy:

  • Removing txid from a confirmed transaction
  • Editing the amount of a confirmed transaction
  • Editing the bounty or matching on an RFP that's live
  • Deleting a proposal that's past the staking phase
  • Editing a user's email address
