Clear out unnecessary database items #338

Should we run into performance issues, the following items could be periodically cleared out from the database to free up some space:

Contributions that are in PENDING state older than a week
Proposals that are in the DRAFT state that have no changes to them (no title, no body, etc.)
Tasks that have been complete for some long amount of time (30 days?)
Rejected proposal team invites for proposals that have been finished for a long time
Email recovery codes that have been around for a long time
