Tag this as the "final" version of the 2024 iteration of this project and freeze development

Steve says that the dataset (and report) should eventually be finalized. No perpetual updates. Lock it in

Tags might be a way to do this.

Note: this makes sense for the 2024 version since we hope to move on to a better workflow, but Catalyst does not have a final version of their datasets. (They are probably tagged though - look into that)

Note: cannot do this until the report is "done" so don't know when this will be.
