#3 was resolved with encoding Candrabindu. In personal discussions with members of Local Languages Working Group Sri Lanka it was discussed future possibilities of 'cluttering' the Sinhala codepage with encoding more Sanskrit signs. We can discuss this here and take that discussion to the Unicode mailing list.
