Tests failing to run in September 2024

ValueError: numpy.dtype size changed, may indicate binary incompatibility. Expected 96 from C header, got 88 from PyObject

Potentially/likely due to Pandas using most recent numpy, and the numpy 2.0.0 release.
Suggested fix to add numpy version 1.26.4 to pyproject.toml
