Separate SourcePawn version number from SourceMod #2059

Since the version of SourcePawn in SourceMod isn't updated regularly, it'd be better to know which commit of SourcePawn is packaged instead of just having it report the same number as the SourceMod version it was built with.

sm version should print a link to the commit sourcepawn was built with as well.
