cannot access Edit ROI from non_cell_roi

It is not possible to convert ROI from the non_cell_roi or all_roi to cell_roi
This is important because sometime the algorithm misses an ROI and the user wants to change it into a cell_roi.
Also important if the user deletes and ROI and then changes their mind.
