🐞Videos Do not Play with "Force Autoplay Off"

Concise Description

I have the "Force Autoplay Off" setting turned on. When I open a video, it does not automatically play. However, if I click play, the video still does not play.
Turning off "Force Autoplay Off" resolves the issue.
There is another workaround. If I first add the video to a playlist then play from that playlist, the video automatically plays even when "Force Autoplay Off" is on. This is because I have autoplay turned on for playlists.

turn on "Force Autoplay Off". Open any video that is not in a playlist. Press the play button/press spacebar.

at least a month ago (unknown when it started happening because I usually watch videos from playlists)
