Scan for services/implementations is still being run when autoinit is being turned off. #67

The scan for services and implementations is still being performed even when endpoint.autoinit is being set to false, which means that the application will fail to start if there is, for example, no code-generation happening through the plugin and so no "cxf-spring-boot-maven.properties" available.

Is that by design?
