Implement IfCat Cat <enum>? #42

Currently if we need IfCat Cat Foo where Foo is an enum type, we'd have to use KEnum. Investigate whether IfCat Cat <enum> can be implemented.

This can probably be done by changing the TargetOb of an enum type to CExpr Word8.
