I am using a very stripped down container from ironbank based on the fedora distro (like centos and redhat). (This is the release container and we build in the same one but with more things (like compilers) added for ease of testing.)
When building openssl a dependency (IPC and sha related things) is expected to exist but does not. This is a known issue and is documented here by someone trying to build openssl manually.
Going through the build and googling the errors makes light work of the issue (running yum install perl-IPC-Cmd and yum install perl-Digest-SHA makes openssl build)
As a sidenote I also had issues with libcurl needing yum install perl-Thread-Queue
Everything installs after those three and I will be adding them to our custom build image so the bug has little effect on me. The issue is more for documentation.

Build the specified container or pull it if you have a platform one account (not worth getting one for this).
Update yum and it's packages.
Add expected dependencies to the container (gcc, cmake, python, conan ...) via yum, the Red hat package manager.
Run conan install . -o gdal/*:rename_shapelib_symbols=False -o gdal/*:with_expat=False -o gdal/*:with_arrow=False --build=missing in the container with the following in the conanfile.txt.
