Responsive code done, but still much to be done

the index.html in the static folder is good to go as a roadmap to do all the links in the Django template, as I did not do them yet (much has changed in the index.html so read through carefully). The technical/profile writing needs to be done still, along with the Github and Linkedin links for each person. The rest of the tag links need to be done as well to their corresponding descriptions ( the ones in the footer ) Ezra's picture is pixelated and too small to work any GIMP magic on. Will need a higher quality photo from him.

We need 3 stock photos to replace the nature dummy photos in the About section. Maybe some other small issues, but the big stuff is all done, iPhone 4 and 5 are officially supported and DSC official branding and logos have been added. Navigation links are hidden off-page so radio buttons can be used and no random ghost linking will happen, smooth scroll added to major sections such as register button on the hero to the register form, a "Back to top" button has been added in the footer to smooth/fast scroll back to the hero section. all member modals work and are completely responsive. Only the submit button on the registration form needs a "success" pop-up modal.
