Add a faq section

A link to the relevant page(s) at wiki.freifunk.net should do.

One of goal of the current website restructuring is that it works on its own without the wiki. The old version, where the relevant content was split on multiple websites each with their own navigation/layout/logic was very confusing especially for new users. We still should keep links to sites like the wiki, but mark them clearly as external. And we want to move the berlin content from the wiki to the website. For the faq, I think that it is very important for the page and should be directly included. Also there might be some berlin specific subjects. But we can still have a link to the Wiki-FAQ for the general FF-FAQ.
