OR-Tools 9.9 (before 10.0)

We will release OR-Tools 9.9 soon.

It will include:

• CP-SAT performance improvements.
• CP-SAT PEP8 compliant python API (although I have implemented a compatibility layer).
• support for latest gurobi (11.0.0).
• build on the latest abseil (7.0.0).
• math-opt beta version for C++ and Python (also included in the python wheel package).
• Sideloading of XPRESS-MP (like with Gurobi).
• Gurobi support in model builder.

We have a few things to polish for math-opt, and 10.0 will include a breaking change in of the struct used by the solver for the routing library.
