can lair have a changelog and use semver?

On the production releases of the Acorn hApp, we have (and others will) run into issues when the lair-keystore format has changed and we're not aware. This was the case when bumping to the 0.3.x stream of holochain.

I guess there was a breaking change to the format between these versions.
lair_keystore-v0.2.3...lair_keystore-v0.2.4

I'm wondering if lair can be managed with a little changelog and using semver to manage breaking changes?

My links point to a case where there was a lair keystore bump, and it didn't make it into the holochain changelog, and there was also no lair changelog to reference.
