Check if the uploaded file is CSV #88

On several occasions, people have been trying to upload xls files. Let's check if the extension is CSV; if not, put up a message saying that it doesn't appear as a valid CSV file, and please see http://suave.sdsc.edu/tutorials for publishing and data formatting guidelines
