After watching several videos from different people, I have followed each one step by step to the official tutorial that appears on the plugin installation website and when I go to apply the filter, the backround removal option does not appear.

Same here. I have the same problem (plugin not showing), and the same error log message saying that the config.ini is missing. I created an empy config.ini file and the error log is gone.
Still, the plugin never appear on the list.

the config.ini missing is benign
the problem is elsewhere
but the plugin does load - it just doesn't complete the initialization and OBS abandons it

are you compiling from scratch?

Nope, I did the most normal stock installation ever. I don't know if the OP has the exact same issue though.
