Mentioned this in slack, we will need to add a new RPC method, eth_getTransactionBySenderAndNonce

This is OK as we need some custom RPC methods for our testing cluster anyways. I spoke with Patricio Palladino over telegram about this, he brought this up when discussing ideas for a new deployment system for contracts.
