License clarification

Hi, the license file in this repo currently contains GNU GPL 3 which states that:

	Public License "or any later version" applies to it, you have the
	option of following the terms and conditions either of that numbered

	GNU General Public License, you may choose any version ever published
	by the Free Software Foundation.

which means that the author has the right to restrict whether the published program can be used under the terms of newer versions of this license. It would be nice if somewhere in the readme it was specified whether this is or is not the case.
