Extension: app loading state flashes wrong layout

Don't have clear steps to repro yet, but sometimes when I open / close popup:

• account details are loading
• for a second I can see weird state of loading app state where I can see bunch of menu icons (desktop sidebar?)

Maybe it's just a dev build related issue - need to validate later

I am slowly leaning toward "won't fix" here.

• prod build looks much better (React dev strict mode triggers re-render) There is a tiny "blink", but it is acceptable
• Grommet ResponsiveContext defaults to 'medium' and after next render cycle it sets a proper one ('small' for extension)
