How to reduce gap between 5 and 15 mins satellite #246

Detailed Description

Currently there is about a 2 to 3 hour gap where no forecast are made when we are swicthing from 5 mins to 15 mins satellite

Context

  • nice to not have downtime
  • @dfulu could you add your graphs for the lag time of the 5 and 15 mins data

Possible Implementation

  • We could scratch the EUMETSAT website and code that in. This might be more effort than its worth and might be a bit fragile
  • We could manually enter the datetimes when the 5 mins are down. Downside is there is more operational overhead
  • Always run 15 mins satellite as well as 5 mins. Downside, this costs more and 90% isnt needed
  • Reduce tolerance of when to change over to 15 min date. Perhaps if 20 mins of data is missing, then switch to 15 mins data. Downside, doesnt complete get rid of the gap

Any further thoughts on this issue? I could start implementing one of the possibles!
