Description of issue

The global config path for pip (Python 3.12) is messed up: it seems to include two paths, separate by a colon, but nevertheless pip tries to read it as one single path, and therefore thinks it doesn't exist. What's going on here?

This looks like a pip bug introduced from platformdirs==4.2.0: pypa/pip@f756086 (specifically, because site_data_dir now returns a : separated path that pip treats as a single file). Please create an issue there: https://github.com/pypa/pip/issues/new/choose

Thanks, that does indeed seem to be the problem. I'll create the issue under the pip project.
