Remove case sensitivity of bulk uploads - time_zone

When bulk uploading a list of users, the update did not happen due to the fact that I wrote "quito" and not "Quito" for the time zone. There was no notification within the app to let me know that the upload didn't happen, so I had to find out through the logs.
