Update VTA onboarding to point at Testing module

"Run VTA" button at the top will be removed. VTA onboarding targets this button. It should target the "Run tests" button in the Testing Module instead. We can make sure that the new button has the same ID/selector as the old button, but since the Testing Module can be collapsed, we need to update the VTA onboarding with a step to expand the Testing Module if it isn't yet.

Alternatively we can target the "Run all tests" button of the Testing Module to trigger a VTA run. This not preferable because it would trigger component tests that might fail and cause confusion.
