Store SLI/SLO related metrics on ceph

Problem statement

Related to #572 (original issue splitted)

Acceptance criteria

For SLI/SLO metrics and usage indicators

• Check if the mi-scheduler kebechet repositories data aggregation cronjob is still up
• Check if the mi-scheuduler data jobs are correctly running
• Delete old mi data and create new one with the cronjob
• Check the kebechet analysis (kebechet metrics aggregation) cronjob in mi-scheduler, for each repo a standalone workflow can be launched
• Create new cronjob in mi-scheduler that creates SLI/SLO metrics after the kebechet metrics aggregation workflows are being completed
• Store those SLI/SLO metrics on ceph, specific location {namespace-name}/thoth-sli-metrics/
  • all the managers share one data file per each SLI/SLO metrics
